Occupational Health and Safety Policy

1. OBJECTIVE

“Rex Group Companies” refer to Rex International Holding Ltd (“Rex”) and all its subsidiaries and entities under its direct or indirect management or operational control. As a multinational oil exploration and production company with a diverse workforce across multiple countries, the Occupational Health & Safety Policy encompasses the Rex Group Companies' adherence to the respective local Occupational Health & Safety (OHS) rules and regulations in regions where the Group operates.

2. DISTRIBUTION

This Policy applies to all full-time Rex Group Companies employees. This Policy shall be communicated through and made available on the Rex website.

3. ROLES AND RESPONSIBILITIES

  • All Rex Group Companies employees are to comply with the Policy and act responsibly regarding the health, safety, security and environmental aspects of the Group's day-to-day business activities, and in particular managing the OHS risks within their own area of responsibility.
  • Rex Group Companies prioritise safety across all operations and commit to a safe and healthy workplace for employees, contractors, and stakeholders. Acknowledging the significant risks from our operations in potentially combustible environments, we emphasise the importance of health and safety. Management will strive to take all reasonable steps to minimise workplace hazards to the extent reasonably practicable.
  • We commit to actively managing activities to reduce risks and achieve our goals of "no accidents, no harm to people, and no damage to the environment” to the best of our ability, including identifying and mitigating hazards and maintaining open communication with contractors to ensure awareness of safety requirements.
  • Supervisors and managers will be held accountable for the health and safety of all employees under their supervision. This includes responsibility for applicable training and instruction, appropriate follow-up on reported health and safety concerns, and implementation of recommended corrective action.
  • Supervisors, workers and visitors are expected to perform their duties and responsibilities in a safe manner and are accountable for the health and safety of themselves and others.
  • If necessary, Rex Group Companies will take disciplinary action if individuals fail to follow healthy and safe work practices or do not comply with this Policy, local rules and regulations or other applicable corporate policies and procedures.

4. SCOPE

The policy sets out standards to providing a safe, healthy, and secure working environment, in accordance with applicable health and safety best practices.

5. OUR COMMITMENT

The Rex Group Companies are committed to:

  • complying with applicable OHS laws, regulations and implement relevant best practices for guidelines;
  • demonstrating a sound OHS culture throughout the organisation by visible hands-on leadership and behaviour;
  • Including OSH as an integrated part of all business areas;
  • Maintaining robust risk management processes in our activities;
  • Assessing and mitigating health, safety and environmental risks in all operations;
  • Treating people with dignity and respect; and
  • Not initiating or participating in the harassment of another worker.

6. GENERAL SAFETY RULES

6.1 In office setting

  • Each Rex Group Company should appoint a Safety Officer, who will be responsible for the occupational health and safety of all employees working in the office, and for liaising with the landlord as the Company's Fire Safety Officer;
  • Each employee should know the location of all fire extinguishers, fire alarms or other warning devices;
  • A first aid kit and heart defibrillator should be at hand at all times;
  • Work areas should be maintained in a clean and orderly manner.

6.2 In operations site setting

All operations teams are committed to:

  • Improving asset integrity and preventing incidents
  • Taking timely action to address safety hazards when they are identified and reported;
  • Maintaining a high standard of emergency preparedness and response
  • Securing our information and our physical assets
  • Conducting audit and verification to monitor compliance
  • Continuously enhance OSH performance by establishing clear and measurable targets and objectives;
  • Developing and implementing training programmes to improve health and safety skills and knowledge of employees
  • Disseminating health and safety information and instructions to all employees, contractors, and others in the workplace
  • Providing employees with the appropriate equipment and facilities to undertake their duties in a safe manner
  • Requiring employees and contractors to report safety harzards and unsafe work practices and to stop work if there is a safety or operational risk.

7. RECORD-KEEPING AND AUDITS

We will maintain comprehensive records of incidents, risk assessments, inspections, and OHS audits.

A 12-month rolling TRIF (Total Recordable Incidents Frequency) report is being maintained on the following metrics:

  • Man hours worked
  • Lost Time Injuries (LTI)
  • Total Recordable Incident Rate (TRIFR per 1 million hours)
  • Near Miss
  • Medical Treatment Injury (MTI)
  • First Aid Cases

The following are also being tracked:

  • Serious Incidents;
  • Dropped Objects;
  • Spills to the Environment; and
  • CO2 emissions (in total tonnes).

Additionally, the Group will establish periodic internal and external audits to ensure compliance with OHS Management Standards.

1 “Major incidents” refer to incidents that involve fatality, hospitalisation, amputation, or loss of eye.

2 "Near misses" refer to incidents or situations where an accident or injury was narrowly avoided. These are events that could have led to an injury, illness, or damage but did not result in any actual harm. Near misses can occur due to various factors, such as unsafe conditions, human error, or equipment failure.

8. SMOKING, ALCOHOL AND DRUG POLICY

Rex Group Companies is committed to protecting, improving, and sustaining the health and well-being of its employees and contractors. Our policy on smoking, alcohol, and drugs aims to ensure conditions that enable effective job performance.

We recognise that the use of tobacco, alcohol, and illicit drugs can adversely affect health and safety, interfere with productivity, and impair both individual and company performance.

Rex Group Companies adopts the following guidelines for compliance with this policy:

  • Possession and Use: The possession, distribution, sale, or use of alcohol, illegal drugs, or the misuse of legal drugs on Rex Group Companies' business premises is considered serious misconduct, warranting summary dismissal. If illegal drugs are discovered, or if illegal activity is suspected on company premises, local police authorities will be notified.
  • Reporting to Work: Employees are prohibited from reporting to work under the influence of alcohol or illegal drugs. There will be a "Zero Tolerance" policy for violations.
  • Testing: Rex Group Companies reserves the right to conduct alcohol and/or drug testing or engage a third-party administrator to perform tests in cases where an employee, whether directly hired or contracted, is involved in an accident or exhibits suspicious behaviour.
  • Prescribed Medications: Employees taking prescribed medications that may cause impairing side effects must inform their supervisor.
  • Smoking Policy: To maintain a tobacco smoke-free atmosphere in all onshore and offshore facilities, smoking is prohibited in working and living spaces, except in clearly designated smoking areas.
  • Searches: In instances where there are reasonable grounds to suspect that alcohol or drugs have been brought onto Rex Group Companies' premises, searches may be conducted. Failure to cooperate with such searches will be deemed serious misconduct.

9. DRIVING SAFETY POLICY

Rex Group Companies is committed to preventing loss of life and property due to driving incidents, both on and off duty. Driving represents a significant risk faced by our employees and the industry. We recognise the potential for injury to health resulting from preventable accidents while driving or using company vehicles. When operating company vehicles or personal vehicles for work purposes, employees must comply with traffic legislation, prioritise road safety, and demonstrate safe driving practices.

The following control measures have been identified and must be implemented in accordance with local and international legal requirements:

  • Valid Licence: Drivers must possess a valid driving license appropriate for the vehicle being operated.
  • Health and Fitness: Drivers must be in good health and physically capable of performing driving duties.
  • Seat Belts: All drivers and passengers must wear seat belts at all times during vehicle operation.
  • Speed Limits: Drivers must adhere to speed limits and all rules established by local regulations.
  • Safe Distance: Drivers must maintain a safe following distance from the vehicle in front to ensure safe stopping.
  • Mobile Phone Use: Drivers are prohibited from talking or texting on cell phones while driving for work purposes, even if using hands-free devices. Drivers must pull into a rest area or parking lot and stop the vehicle before making or receiving phone calls.
  • Substance Use: Driving under the influence of alcohol, drugs, or other controlled substances is strictly prohibited.
  • Scope of Policy: This policy applies to the use of all vehicles, both on and off the road.
  • Disciplinary Actions: Any violation of this policy will result in disciplinary action, which may include dismissal.

10. POLICY REVIEW & FEEDBACK

The OHS policy will be reviewed periodically and also whenever a major incident occurs or there are significant changes in operations. This review process will incorporate mechanisms for employees to provide feedback on the policy and safety performance. Employee input is essential for ensuring the effectiveness of our OHS practices and fostering a safe working environment. We actively seek input from employees, contractors, and relevant authorities to ensure that their feedback is considered in processes impacting workplace health and safety.
